The ESRD Quality Incentive Program (QIP) was established by CMS in 2010 as part of the Medicare Improvement for Patients and Providers Act of 2008 (MIPPA) to improve care for ESRD patients by establishing performance standards for ESRD providers. Failure to meet the established performance standards for specific measures results in reimbursement reductions of up to 2%.
This Value-Based Purchasing rule went into effect on reimbursement for Payment Year (PY) 2012. Each year the program is re-evaluated and revised based on the development of new measures and changes in the performance standard.
